The position of County Administrator was created in 1980 to coordinate the day-to-day administration of County Government. The Administrator acts on behalf of the Legislature, implementing County Policy, provides for the oversight of the activities of all County Departments, and acts as the official liaison between the County Department Heads and the County Legislature. The Administrator works with all Standing and Special Committees of the Legislature to coordinate the successful implementation of Committee directives, assists with the development of the County Budget, negotiates Union Contracts, and generally assumes the duties of Chief Administrative Officer of the County.

The County Administrator performs research tasks as assigned by the Legislature and submits recommendations regarding financial planning appropriate for more efficient government operations and serves as advisor to the Legislature in the development, implementation and ongoing modification of policies and procedures.

Shaun S. Groden is the Greene County Administrator.

Groden began his career with Greene County in January 2011, after spending nearly seven (7) years as County Administrator and Controller of St. Clair County in Michigan.

St. Clair County is approximately 50 miles northeast of Detroit. During his tenure in Michigan, he also had a concurrent role as President of the Economic Development Alliance of St. Clair County. The EDA was a public/private 501-C-6 not-for-profit organization dedicated to expanding employment, increasing property tax base and in general to act as the development stimulus organization of the County.

Earlier, Groden worked in the private sector as a Vice President of worldwide operations within the electronics industry. This tenure included extensive international travel, the development of best practice initiatives and lead his company through their first ISO 9000 Quality Improvement programs.

He has a Masters Degree in Public Administration from the State University of New York at Brockport and Bachelor's Degree from the Rochester Institute of Technology (Rochester, New York). He has been a frequent speaker at trade organization's annual training seminars as well as a guest Lecturer at the University level. He is married with three children.
